US Warns Lebanon: Limited Ability to Restrain Israel in Case of Conflict

Escalating Tensions

The Biden administration recently communicated to Middle Eastern allies that the United States cannot restrain Israel if it chooses to launch new offensives against Lebanon. During a visit to Beirut, Biden’s special envoy, Amos Hochstein, informed the Lebanese government that continued border escalations could lead to uncontrollable Israeli actions. He advised Hezbollah to seek indirect negotiations with Israel to de-escalate the situation.

Diplomatic Efforts for De-escalation

Hochstein emphasized the severity of the situation, stating, “President Biden aims to prevent further escalation into a larger war. Diplomatic solutions are available if all parties commit to them.”

US Foreign Policy Perceptions

From the Lebanese perspective, US foreign policy heavily favors Israel, which has been the top recipient of US foreign aid for decades. Israel receives over $3 billion annually, and Washington frequently finalizes substantial arms deals with Tel Aviv. Some Israeli leaders acknowledge that their military operations in Gaza rely on the continuous supply of US arms and ammunition.

Communication with Hezbollah

The US has also reached out to Hezbollah’s leader, Hassan Nasrallah, through intermediaries, warning that it cannot control Israeli actions if tensions escalate. Hochstein conveyed this message through Lebanese Parliament Speaker Nabih Berri, emphasizing that Hezbollah should pursue indirect negotiations with Israel.

Lebanese Government’s Limited Capabilities

The US and European allies, particularly France, have pressured the Lebanese government to curb Hezbollah’s activities. However, the Lebanese Army has minimal capacity to confront Hezbollah and lacks an effective air force. US-imposed sanctions further restrict Lebanon’s access to military aircraft, fearing their potential use against Israel.

Recent Developments and US-Israel Relations

Israeli Defense Minister Yoav Gallant is currently in Washington for meetings with top US officials. Secretary of State Antony Blinken reaffirmed the US’s commitment to Israel’s security and stressed the importance of diplomatic solutions to avoid further conflict. Defense Secretary Lloyd Austin also expressed concern about increased rocket attacks from Hezbollah and warned that another war between Israel and Hezbollah could escalate into a regional conflict with dire consequences.
